OFF TOPIC Can somebody explain 4k to me like I'm a 5 year old?

Superbowl LVII in 4k Article

The last time Fox broadcast the Superbowl they announced it would be the first one ever available in 4k HD. But that 4k was only available by streaming through their app.

Fox is doing it again and from what I can read, it's now available on the broadcast feed. You no longer need to stream on their app to get 4k. But it says they are shooting in HD and upconverting the signal to 4k. What does that mean? My TV already does "something?" like that where it takes a lesser quality picture and makes it better for HD. I don't know what that is or if thats just what Fox is now doing.

Will somebody who understands the tech side of this break it down in a way we can understand? It'll be much appreciated.
