Cliffe Notes;
1) Players will be allowed to transfer WITHOUT sitting out a year, if a coach leaves the program;
2) Players CANNOT follow that coach to his or her new school, without penalty;
3) Players will be able to transfer WITHOUT penalty or restriction if NCAA sanctions occur;
4) Players can transfer without restriction in all other cases (in other words, transfers cannot be blocked) BUT would have to sit out a year;
5) These rules would apply to ALL sports; revenue and non revenue, (which would be a significant change in sports where full scholarships are not awarded)
This is a proposal by the Big 12 and likely will be amended or changes along with other related rules, but it appears change (or a hard rain) is going to come
