I’ve been worried for years that these “shoot and scoot” weapons would end up being a huge terrorist weapon. We left a ton of these in Afghanistan, I’d doubt all were accounted for in Iraq and now we do not know how things will turn out and where any unused weapons will end up post Ukrainian invasion.
With totally porous borders now with hundreds of thousands of illegal immigrants not being caught, and drugs being smuggled in by the ton, it would much easier and more effective to use these weapons than flying planes into buildings. Jihadists coordinating such attacks, acting “independently” based on timing of attack at several US airports could wreak havoc on this country greater than 9/11. The lasting impact and the ability to keep the mayhem going at the time and place of a terrorist group’s choosing is hard to overstate. The areas around an airport cannot be secured well enough to prevent use.

The Loose “Shoot and Scoot” Missiles and the Threat to Aviation
Thousands of portable surface-to-air missiles have quietly made their way into an ever-expanding black market, and experts warn that they pose a more widespread threat than any weapon of mass destruction.
