I have never used Instacart. In fact, I don't know if it's even available in my area. That said, you are a fukcing scumbag POS if you "tip bait" someone and, IMO, this problem can be attributed to Instacart's technology for allowing it to occur.

In order to get groceries delivered quicker, an Instacart user will offer a very high tip (in this case, $55). These people apparently do the shopping and deliver the food to the user's doorstep. After the delivery is completed, the user then goes into the Instacart system and adjusts the tip significantly downward (in this case, down to $8). That shouldn't be an allowable feature. During checkout, if the entered tip amount exceeds a certain percentage of the purchase, say >20%, their software should prompt the user with a warning dialogue stating "The tip you entered was $xx.xx. Is this the amount you wish to tip your shopper? This may not be changed after the transaction is processed." Simple, preventative shit.

If the shopper/delivery driver has a massive fukc up like delivering the wrong order or puts bakery items underneath a case of beer, that can be handled by customer service. I wouldn't use any service which allows its contractors to engage in this sort of activity. This company can choke on a cock. The Instashopper in the linked story can choke on two of them.
