I asked Drinkwitz about how they're handling it going forward. Here's what he said:
“We’re still trying to get clarification from the NCAA on exactly, we presented them a plan on what we would like for the penalties and how we have them outlined to follow, but we have to get confirmation from them that they’re allowing us to abide by those rules or guidelines that, yes, this is how we’ll allow you to do it. So it’s a give and take right now. We’re still waiting on them to come back and say yes, you can do it that way or no, you can’t. But there is a plan in place.”
There is a dead period that runs through January 16 (I think that's the right date, know it's close). So nobody can do off campus recruiting until then. My guess is that Mizzou will use every day it can over those next 2-3 weeks to finish up the 2020 class and deal with any restrictions during the 2021 recruiting cycle
