Goodell was punishing the Pats for hard because he didn't punish them enough for Spygate:
Belichick had a system of cheating since before he started at New England. They had videotaped signals for years, had note books, breakdowns. They have an employee where that's his job is to match up the signals to the plays, then during the game, tell Belichick what defense the opposing team was running. They were right from 50-75% of the time according to different scenarios.
The Pats further cheated by stealing opposing teams script plays, jamming radios during games, etc.
It is a very detailed report. Great reading, but very long.
