I don't believe it is the best for team rankings. It's good at identifying teams that are over or under inflated. Clemson and UCF are the best examples.
In terms of a team being "ranked" 30th or 55th, I think it's all pretty shoulder shrug. The thing that S&P+ is best used for is specific metrics about individual units, not "ranking" teams IMHO. I think it's pretty good at that.
