Here is his op-ed explaining himself by saying a fundamental human right -- enumerated and protected by the US Constitution -- is the same as driving a vehicle, smoking a cigarette, or getting knocked up as a teenager. What a complete putz.
SCOTUS, as currently assembled, has already hinted at a dislike of permitting schemes. Defending them, despite my personal disagreement, can at least result in a rational argument for promoting general security of the public. There is absolutely no way on earth this will pass Constitutional muster even under the lowest standard of judicial review.

This is the worst of our American judicial system. Laws which restrict enumerated rights should undergo immediate judicial review, preventing any American from having her natural rights violated by her govt.
Executive branch federal agencies pull the same shit using regulatory overreach. Like this city council and mayor, they know it takes years to traverse the judicial terrain and land at a final decision. That short-term punishment is their goal when they know upfront they've gone too far.
