So each SEC school gets to determine how may fans they will let in?

...I thought the SEC determined each school can have 25% max capacity...I asked because they announced during Ole Miss game tonight they have maxed out at 16,000 @ 64,000 capacity which is about where we are at 65,000? but yet our max capacity is 12,000?...or did we choose to cap it at that
