What a mess. But I have a solution.

Do one huge conference with every team. Then, divide that conference up geographically into 5 separate divisions. Call them, I don’t know, the Power 5 divisions.

Then, based on a mix of subjective and objective criteria, have the winners of those divisions participate in a playoff format competition to decide the ultimate national champion.
