For the record, I don't believe in the Deep State - especially not as it is characterized by Trump and the right wing media. There is no evidence I have seen to suggest that the Deep State is anything more than individuals creating the type of friction that people in large organizations create when they are being asked to do something with which they disagree. Then those actions (plus actions that never happened) are assigned a label to suggest something much more sinister.
But for the sake of discussion, let's set aside rational disbelief and talk about a hypothetical situation where the Deep State exists. How would it work?
Scope - Where does the Deep State live. Is it just in intelligence agencies and the State department? Do they have representatives in Congress? The Senate?
Organization Structure - Is there one sinister Dr. Evil type behind the scenes ? (George Soros? Tom Steyer?)) Is it more of a federated model where there are Deep State organizations in each of the bureaucracies?
Decision-making and Governance - If it is one person, how does s/he keep everyone aligned on what they are supposed to do in the evil genius plan? If it is a federated model, do they get together like mafia leaders to make leadership decisions? What happens when the leaders don't agree? Do they organize geographically under the leadership? By capability? By Deep State agenda item?
Agenda - What is it that the Deep State is trying to accomplish?
Enforcement - What happens to people who don't follow directions? If the deep-state is a broad conspiracy, why is it that nobody has ever written a tell-all book on the deep state?
Recruiting - How does the Deep State identify and attract talent?
Finance - Who pays for the deep state apparatus? Presumably the intelligence community with black budget money? If so, who makes sure they get those budget allocations? Are there alternative revenue sources?
Shared Services / Outsourcing - Does the Deep State have all of their own capabilities or do they outsource some activities?
