Personally, I think it would make a huge difference because it holds everyone accountable. There are alot of guns on these streets from people purchasing them through private owners.
I have an 18 year old son and one day he walks in with this small case and he sits down and tell me he just purchased a gun. Come to find out, all these youngsters know that all you have to do is go to a gun show and walk up to a table and they'll sell you a gun. No ID or anything else required, just cash money. My son walked out with a 9 and his 17 year old friend bought a 45. Luckily, he told me about it and I was able to lock it up for the time being. But that's way too easy for anyone to gain access to a firearm. Something needs to be done about that. Random people shouldn't be able to buy guns without a paper trail and background check. This bill can happen while still protecting our rights to bear arms.
