Transfer Rule

Soooo....I'm reading about this QB who is transferring from The U, and I don't understand something. Football "scholarships" are one year renewable, grant in aid contracts. This kid is a GRADUATE, so why is he considered a transfer? If a kid graduates, he should be able to do WTF he wants. Why is sports able to control kids like this?
