Today's ruling was about the players who are currently sitting in limbo and have already transferred and are awaiting a waiver. So for example a basketball player who has not yet been told he can play or has been denied. Those waivers are being approved across the board.
The one time transfer rule, which is what I basically thought today's ruling was when I asked Drinkwitz the question at the press conference, is actually being voted on next month (and is widely expected to be approved, but has not been yet)
