I saw that Arkansas just took a grad transfer:



Earlier in the recruiting season, one of you mentioned that Mizzou wasn't pursuing grad transfers because of an SEC rule against it and not feeling comfortable with its chances to get a waiver.

Obviously it's not a complete prohibition on grad transfers (Kouassi, Shamburger), so what does it take to get a waiver? Is it APR-related?
