This is not a $$ issue. SF spends >$37k per homeless and they have the worst situation anywhere. It’s a leadership and policy issue.
Sleeping in public places should be illegal. You do it, and you get 4 options:
- get a ride home
- go to homeless shelter
- go to a treatment center or mental institution
- go to jail
Problem solved. No reason they should have a single person sleeping in public given their resources
