FERPA question for you Lawyer types

On the surface it seems a violation of FERPA Laws for a University Employee to release Academic information to the public without the consent of the student.
Would the tutor’s tweets naming students and course be a violation of FERPA?
If the answer is “yes” I can see a lawsuit coming.
