SIAP, but it appears the NCAA Football Rules Committee met last week and recommended a few changes. Among the changes is a guideline for instant replay officials to complete video reviews in less than two minutes. I've seen varying statistics, none current, indicating review times tend to average just under two minutes. The new guideline would presumably help avoid the lengthy reviews that drive up the average review time, prolong the game, annoy the fans, and extend the game. The proposal is obviously intended to increase the pace of play.
In addition, they recommended that players flagged for targeting be allowed to remain on the sidelines with their team rather than being ejected and sent to the locker room.
