Okay so let's say the cartels have as has been the case 5,000 lined up between ports of entry for sending at various places along border. So 1500 come across say at a point in Texas . The other 3500 come across New Mexico, AZ and California. Then what?

You don't have detention facilities enough. Biden has said that you only deport for violent felonies, not illegally crossing the border.
