Based on the most recently available data, Missouri is actually fourth among SEC schools in average donation to athletics. Obviously Texas A&M's numbers are skewed because of the Kyle Field renovations, and Missouri's will be in FY18 with all of the donations to the SEZ project.
The 18,039 project will help, but Missouri doesn't need 11,000 people who are going to donate $50-200 dollars. To really be able to make up ground, it's going to need a lot of those people to be in the $1,000-2,000+ range.
