In reading a couple tweets and talking to a couple people, here's what I can figure out. I have not seen the language myself at this point and it is not signed by the Governor, but at some point this summer it will be:
This bill (an amendment attached to upskill training for laborers) makes it legal for college coaches in Missouri to discuss NIL deals with high school prospects and for the prospects to begin earning NIL money as soon as they sign their letter of intent.
In theory, coaches could not discuss NIL deals with high school players previously (I'll leave it up to you to decide if you think they were doing so or not) and they could not begin receiving NIL compensation until they were actually on campus as student-athletes.
So basically it seems to me the only rule about NIL was that it was not to be used as a recruiting inducement. Every coach in the country was already using it as a recruiting inducement. This now appears to make it legal to do so.
I'm sure there's more to this. This is at least one component of it. If I can figure out exactly what the rest changes I'll pass it on.
