Rules Question

[MU-KAT]

On the play where Cook was hit and fumbled and Vanderbilt recovered and scored, the linebacker hurdled the Mizzou blocker. I thought only the ball carrier can legally hurdle a defender, hurdling by any other player is not legal and is a penalty. Do I have the rule wrong?
