There needs to be two different matrix.

One with lessor penalties for self reported and cooperating institutions.

One with stiff penalties for those that fight the NCAA.

The NCAA has this new fancy matrix, and says schools should cooperate. But then doesn't define how that cooperation will benefit them. 'We have to be consistent and follow the matrix." But schools approach to the investigation should be a reason for inconsistent penalties. This is so easily fixed.

This is how things work in the real world as well. Pleading guilty for reduced sentence. Documenting your tax positions to avoid penalties. Etc.
