who are the RS's for this year, can they play in bowl game?

only asking that as saw on other teams site they said new rule allows them to play in bowl game. Not sure who is RSing and the FB roster is for 2016 still. Is there a link for this or for actual current roster that isn't obvious? Or previous thread that discusses them? Thanks guys.
