Here's why Harsin is interested

“The salary pool, no, it’s not where it needs to be because it’s been that way since 2014,” Harsin said. “We haven’t made any adjustment — if anything, we went down. ... In today’s world, with what some of these coordinators and what some of these coaches are making, there’s a market that’s different, and if you want to be able to compete there, you’ve got to have the ability to do that financially.”

Among the contracts in line for approval is a new two-year deal for defensive coordinator Andy Avalos that would pay him $350,000 annually through the 2020 season. He made $335,000 last season.

Here is the coaching turnover Harsin has had to endure due to Boise being so poor (likely many more assistants but this is just what I found in 5 minutes of research):

2015 - lost OC Mike Sanford to Notre Dame
2016 - lost OC Eli Drinkwitz to NC State and DC Marcel Yates to Arizona
2018 - lost OC Scott Huff to Washington
2019 - lost DC Andy Avalos to Oregon, CB coach to Georgia Tech, DL coach to USC

Think he's getting tired of losing good coaches AND having fans whine that he doesn't win 12 games every single season? I can easily see why he'd be interested in moving on to a larger program.
