Science Experts, How does this inference make sense? Double Vax v. Triple Vax Omicron

SO this study out of Oxford basically says that protection against Omicron from two shots is not great for AstraZenica and/or Pfizer.

The test ran samples 28 days after the second dose of the Vaccines.

Then later in the article, it says scientists are still confident that the booster will protect against Omicron.

Please explain to me how that inference is logical? Im not saying to not get vaccinated. I am still encouraging my parents to get their boosters. Delta is still prevalent and the vaccine protection deteriorates after 6 months quickly.

But I don't understand if the vaccine doesn't protect well within 6 weeks after the second dose, then how does Booster improve that protection unless you need to get a Booster every month or so?
