I don't think this affects Russia unless EU jumps in, which Germany said they cannot.
It really only hurts USofA IMO. I was told by the Dems that tarriffs don't hurt the source country (China) when Trump did it, they only hurt the consumer, that's who pays for it.
No one in the EU or USA is buying new orders of Russian oil right now. Shell bought some at $27/barrel with oil at $110. And Shell got so much bad PR as a result.
